T&H Law Firm Establishes Presence in Kazakhstan, Accelerating Central Asian Legal Network Expansion

On May 16, 2026, Zhejiang T&H Law Firm (hereinafter “T&H”) formalized a Strategic Cooperation Framework Agreement with Eurasian Union Law Firm in Almaty, Kazakhstan’s largest city, officially establishing the T&H Law Firm (Kazakhstan) Liaison Office. In preparation for the launch of the T&H Kazakhstan Liaison Office and to ensure compliance with local regulatory requirements, Eurasian Union Law Firm obtained official approval on May 6, 2026.

On May 6, 2026, Eurasian Union Law Firm was approved
The cooperation agreement was signed by Dr. Wang Zheng, Director of T&H, and Liu Xuelian, Director of Eurasian Union Law Firm. The signing ceremony and the unveiling of the T&H Law Firm (Kazakhstan) Liaison Office were witnessed by Chen Yiyi, Deputy Director of T&H’s Foreign Legal Affairs Department, along with colleagues from Eurasian Union Law Firm – Dias, Diana, and Sofia. This partnership represents a strategic milestone in T&H’s expansion into the Central Asian legal services market, providing a solid legal foundation for the growing number of Chinese enterprises – particularly private companies – entering the region.

T&H has been steadily cultivating its presence in the Central Asian legal services market while building a global service network. On April 13, 2026, T&H established a liaison office in Tashkent, the capital of Uzbekistan. Just one month later, the firm has now entered Kazakhstan – the economic powerhouse of Central Asia – further broadening the depth and scope of its legal services in the region. To date, T&H has established thirteen overseas offices worldwide, spanning New York in the United States; Italy, Greece, and Spain in Europe; Cambodia, Malaysia, and Laos in Southeast Asia; and Uzbekistan and Kazakhstan in Central Asia – a testament to the firm’s increasingly comprehensive global legal service network.

Situated at the heart of the Eurasian continent, Central Asia serves as a vital bridge connecting East and West. Kazakhstan, as the largest and most stable economy in the region, has drawn growing interest from Chinese investors under the Belt and Road Initiative. A growing number of Chinese enterprises are now venturing abroad with greater confidence, embarking on what may be called the “second wave” of Chinese outbound investment – expanding well beyond the traditional engineering and infrastructure sectors into new energy vehicles, internet-based consumer services, and other emerging industries, with private enterprises increasingly emerging as a driving force. The T&H Kazakhstan Liaison Office will operate on the principles of strategic collaboration and complementary strengths, focusing on legal services for Chinese investment projects in Kazakhstan – including energy development, infrastructure construction, mineral resources, photovoltaic power plants, and new energy vehicles and their components. In addition, T&H will extend its services to cover cross-border dispute resolution for Chinese enterprises in Central Asia, overseas accounts receivable collection, intellectual property protection, cross-border corporate governance, livestock industry investment, hotel and tourism development, overseas labor dispatch, and study-abroad advisory services for vocational high school, undergraduate, and graduate students. Under this strategic partnership, both firms will provide mutual support in client resources, social networks, business collaboration, and professional training, while maintaining a long-term and constructive strategic relationship.
As a leading force in Hangzhou’s foreign-related legal services sector, T&H remains closely aligned with the policy priorities of the Party and government, with a dedicated focus on serving Chinese enterprises investing overseas. The establishment of the Kazakhstan Liaison Office, leveraging T&H’s global footprint and Eurasian Union Law Firm’s deep local expertise, will deliver “one-stop” legal support for enterprises going global, helping Chinese businesses compete at the highest level in international markets.Dr. Wang Zheng, Director of T&H Law Firm, commented: “Central Asian countries, particularly Uzbekistan and Kazakhstan, currently offer favorable investment policies and clear industrial support priorities, presenting broad opportunities for the international expansion of China’s private sector. T&H will continue to respond to the Belt and Road Initiative through our three-dimensional strategy of ‘brand building, digital intelligence, and global reach,’ providing a strong legal backbone for Chinese enterprises – especially private companies – as they expand overseas, and making meaningful contributions to China–Kazakhstan economic and trade cooperation as well as legal and cultural exchange.”
